This is the proper set up for a metered irrigation system per the City of Wadsworth Water Rules and Regulations.

Low Flow Indicator. 

If you have all your water turned off, (nothing is running) and the little dial on your water meter is turning...You have a leak somewhere.  The most common culprits are toilets.  To see if you have a toilet leak, simply drop some food coloring into the back tank on your toilet.  If the color comes into the toilet bowl, then it is leaking.
